Al-Hajjaj was the governor of Iraq and Khorasan during the reign of the Umayyad caliphs, and he is known for his harsh treatment of non-Arab Muslims. In the garrison cities of Kufa and Basra, Al-Hajjaj expelled non-Arab Muslims to their villages of origin. This was done in an attempt to reduce the influence of non-Arab Muslims in these cities, which were predominantly Arab in population.
