Frank B. Kellogg was the American Secretary of State who, along with Aristide Briand, proposed the Kellogg–Briand Pact, also known as the Pact of Paris. The pact renounced war as an instrument of national policy. It was signed on August 27, 1928, and came into force on January 1, 1929.
