Anahita Ratebzad, a member of the Communist Party of Afghanistan, persuaded Mohammad Najibullah to allow Babrak Karmal to return to Afghanistan in 1991. Karmal had been deposed as President of Afghanistan by Najibullah in 1987, and Ratebzad argued that allowing Karmal to return would help to unite the party and prevent the Soviet Union from intervening in Afghanistan. Najibullah agreed, and Karmal returned to Afghanistan in October 1991.
