Born in 1897, James Edward Barker spent his youth on the Rosebud Reservation in South Dakota. As a teenager, he became active in Native American religious and cultural affairs, and he later earned a law degree. In 1925, he was elected to the U.S. House of Representatives from South Dakota, and he served in Congress for three terms.
