The Council of Popular and Indigenous Organizations of Honduras (COPINH) was founded in 1994 by Berta Cáceres and other indigenous leaders in response to the environmental and human rights abuses of the Agua Zarca Dam project. The dam project was being built by the Honduran government and the multinational corporation Desarrollos Energéticos S.A. (DESA) on the Gualcarque River, a sacred river to the Lenca people.
