Tony Blair appointed Catherine Ashton as a life peer in 2008. Ashton served as the European Union's High Representative for Foreign Affairs and Security Policy from 2009 to 2014. She was the first person to hold this position, which was created by the Lisbon Treaty. As a life peer, Ashton became a member of the House of Lords, the upper house of the British Parliament.
