Chen Fan, courtesy name Zihui, was a prominent politician and statesman of the early Eastern Han dynasty. He was a native of Wucheng (烏程, in modern Huzhou, Zhejiang), and his father was a local prefect. In his early life, Chen Fan was a close friend of the Han dynasty prince Liu Xiu (later the emperor Guangwu), and he supported Liu Xiu in his rebellion against the Xin dynasty.
