The Regional Greenhouse Gas Initiative (RGGI) is a cooperative effort among several Northeast and Mid-Atlantic states to reduce greenhouse gas emissions. It is a market-based program that caps the total amount of carbon dioxide that can be emitted by power plants in the region.
