The FCC (Coalition of the Congolese Peoples) initially limited Tshisekedi's ability to govern because it was made up of parties opposed to his presidency. The FCC was led by former president Joseph Kabila, who had been defeated by Tshisekedi in the 2018 presidential election. The FCC blocked Tshisekedi from appointing key government officials and from passing legislation.
