Francis Collins is an American physician-geneticist who served as the director of the National Institutes of Health (NIH) from 2009 to 2021. Collins was appointed by President Barack Obama in 2009 and served under both Obama and President Donald Trump. He was the first person to lead the NIH who was not a physician.
