The moderates were the majority of Parliamentarians, who were not as extreme in their opposition to the monarchy as the Independents. They were willing to negotiate with Charles II and restore him to the throne, as long as he agreed to a constitutional monarchy. Monck supported the moderates because he believed that they were the best hope for restoring order and stability to England.
