Augustus was the head of Rome during Horace's time. Augustus was born Gaius Octavius in 63 BC and died in AD 14. He was the adopted son of Julius Caesar and became the first Roman emperor after defeating Mark Antony and Cleopatra in the Battle of Actium in 31 BC. Augustus ruled Rome for over 40 years and is considered to be one of the greatest Roman emperors.
