James C. Brown was an American politician who served as a member of the United States House of Representatives for the 3rd congressional district of Texas from 1853 to 1859. He was born in Franklin County, Virginia on October 27, 1820. He moved to Texas in 1835 and settled in Parkhill, where he served as alderman and mayor. He was elected to the House in 1852 and served two terms.
