The OSCE, or Organization for Security and Cooperation in Europe, is a pan-European intergovernmental organization which seeks to build trust and security between its member states. It was established in 1975, and currently has 57 member states, including the United States and Russia. Gilmore served as the United States' ambassador to the OSCE from 1999 to 2003.
