Dan Coats, Then-incumbent Director of National Intelligence, was the person that Trump initially intended to replace with John Ratcliffe. Ratcliffe was nominated to be the DNI in June 2019 but withdrew his name from consideration a month later. In August of that same year, Trump again nominated Ratcliffe, who was eventually confirmed by the Senate in May 2020.
