António Guterres was the prime minister of Portugal when Sócrates became Minister for Environment. Guterres was prime minister from 1995 to 2002, and Sócrates was appointed Minister for Environment in 2000. Sócrates went on to become prime minister himself in 2005, and served in that position until 2011.
