In 1998, Borrell won the primary election of the Spanish Socialist Workers' Party (PSOE), the main center-left political party in Spain. This victory allowed him to become the PSOE's candidate for Prime Minister in the 2000 general election, which he ultimately lost to the incumbent Prime Minister, José María Aznar, of the Popular Party.
