Fouché joined the opposition after Napoleon's return in 1815. He had previously served as Napoleon's minister of police, but he had been dismissed in 1810. After Napoleon's defeat at Waterloo, Fouché helped to restore the Bourbon monarchy. He was made minister of police again, but he was dismissed in 1816. He then went into exile in Austria, where he died in 1820.
