Stilwell was recalled under the administration of Franklin D. Roosevelt. He was recalled because of his disagreements with Chiang Kai-shek, who was the leader of China. Stilwell believed that Chiang was not doing enough to fight the Japanese, and that he was more interested in protecting his own power than in defeating the enemy. Stilwell was also critical of Chiang's corruption and inefficiency.
