Nathan L. Miller was the first governor from Upstate New York since 1920 prior to Kathy Hochul. He served as the 49th governor of New York from 1923 to 1929. Miller was a Republican who was born in Lockport, New York, in 1868. He attended the University of Rochester and Harvard Law School. After graduating from law school, Miller practiced law in Lockport.
