Ken Starr was appointed as independent counsel in 1994 to investigate the Clintons' Whitewater land deal. In 1998, he expanded his investigation to include the Monica Lewinsky scandal. Starr's investigation lasted for more than four years and resulted in several indictments, including one against Clinton for perjury. Clinton was acquitted by the Senate in 1999.
