Answer
Constantine V, Eastern Roman emperor (741–775), was responsible for significant military and administrative innovations during his reign. He strengthened the Byzantine army, which had been weakened by the iconoclastic wars, and created Theme system of military provinces, which was to remain the basis of Byzantine provincial administration until the eleventh century. Constantine also sponsored a revival of Byzantine culture, particularly in the field of art and architecture.
