Answer
After the death of Stalin, the Gulag system was transferred from the NKVD to the Ministry of Justice under the leadership of Lavrentiy Beria. This was done in order to consolidate power in the hands of the Communist Party and to reduce the influence of the secret police. The Ministry of Justice was responsible for the administration of the Gulag system until its abolition in 1956.
