Nicolae Ceaușescu ousted Răutu from his position in the 1980s because he was a supporter of the USSR and Ceaușescu wanted to distance himself from the Soviet Union. Ceaușescu was a nationalist and wanted to make Romania a more independent country. He also wanted to reduce the influence of the USSR in Romania. Răutu was seen as a threat to Ceaușescu's plans for Romania.
