Pope Lucius III and Emperor Frederick I, the first Holy Roman Emperor, disputed over Tuscany in 1180. Frederick was the king of Sicily, which controlled the south of Italy, and Tuscany was in the north. Frederick claimed that Tuscany was part of Sicily and that he was therefore its ruler. Lucius, on the other hand, said that Tuscany was an independent territory and that Frederick had no right to it.
