Malcolm Rifkind was born on June 21, 1946. A Scottish politician, he served as Secretary of State for Scotland from 1986 to 1990 and as Secretary of State for Defence from 1992 to 1995. He was a member of the Conservative Party and represented the Edinburgh Pentlands constituency in the House of Commons from 1974 to 1997.
