Delegates from Buenos Aires rejected Belgrano's Inca plan, which called for the unification of all of Spanish South America under a single viceroyalty. Belgrano believed that this would be the best way to defend the region from foreign invaders and to promote economic development. The delegates from Buenos Aires, however, were more interested in protecting their own interests and did not want to be ruled by a government in Lima.
