Answer
Northern Watch was a no-fly zone operation enforced by the United States and its allies over northern Iraq from 1997 to 2003. It was intended to protect Iraqi civilians and opposition groups from air attacks by the Iraqi government. Mark Kirk, who later became a United States Senator from Illinois, participated in this operation as a naval intelligence officer in 2000, providing intelligence support to the mission.
