Yes, the Meistriliiga used to allow amateur clubs to compete. However, in 2005, the league was converted to a fully professional league. This change was made in order to increase the level of competition in the league and to make it more attractive to sponsors. As a result of this change, the majority of clubs in the Meistriliiga are now professional clubs.
