Bulkeley represented Connecticut in the U.S. Senate, serving from 1939 to 1945. A member of the Democratic Party, he previously held the position of Mayor of Hartford from 1931 to 1935 and was an unsuccessful candidate for Governor of Connecticut in 1938.
