Nguyen Ngoc Tho met Dương Văn Minh for the first time in a prison cell during World War II. Tho was imprisoned by the French for supporting Ho Chi Minh, and Minh was imprisoned by the Japanese for his anti-colonialism. The two men became friends and allies, and after the war, they both played important roles in the Vietnamese Revolution.
