Carpathian Ruthenia was a region that Nicolae Petrescu-Comnen refused to participate in partitioning. Petrescu-Comnen was a Romanian politician and diplomat who served as Foreign Minister of Romania from 1938 to 1940. He opposed the partition of Carpathian Ruthenia, which was a part of Czechoslovakia, because he believed that it would weaken Romania's position in the region and increase the influence of the Soviet Union.
