After being elected to the State Duma in 1995, Ryzhkov became the formal leader of the People's Patriotic Union of Russia, a political party he had helped found in 1990. The party was opposed to the government of President Boris Yeltsin, and it supported the policies of former Soviet leader Mikhail Gorbachev.
