After the Roman-Parthian War of 161–166 AD, the Romans emerged victorious, and as part of the peace settlement, the Parthian king surrendered the former Roman province of Mesopotamia. To govern this newly acquired territory, the emperor Marcus Aurelius appointed Lucius Verus as governor, and Pertinax became urban prefect of Rome, succeeding the previous urban prefect, Junius Rusticus.
