A power struggle to succeed him followed Rwagasore's death. There were two major factions, one led by Mwami Mwambutsa and the other by Michel Micombero, a Tutsi who had served as chief of the army. The two factions had different views on how to handle the ethnic tension in Burundi. Mwami Mwambutsa wanted to continue the policy of integration and promote unity among the Hutu and Tutsi people.
