Roza Otunbayeva's middle name is Isakovna. She is a Kyrgyz politician who served as the fourth President of Kyrgyzstan from 2010 to 2011. She was the first woman to be elected president of any Central Asian country. Otunbayeva was born in Talas, Kyrgyz SSR, Soviet Union. She studied law at the Kyrgyz State University and later earned a doctorate in international relations from the Moscow State Institute of International Relations.
