In 1990, Samuel P. Huntington, a political scientist, was consulted on South African security services. He was asked to provide recommendations for the reorganization of the security forces in order to reduce their potential for human rights abuses. Huntington recommended that the security services be separated from the police and military and that they be subjected to civilian control.
