Sergei Witte was a Russian statesman who served as the finance minister under Tsar Alexander III and Nicholas II. He was responsible for a number of reforms, including the introduction of a gold standard and the construction of the Trans-Siberian Railway. Witte was also instrumental in negotiating the Treaty of Portsmouth, which ended the Russo-Japanese War.
