Ștefan Foriș emerged as the leader of the Romanian Communist Party after Boris Stefanov was expelled from the country. Foriș was a staunch Stalinist, and his leadership of the party was marked by increasing repression of dissent. He was eventually ousted from power by Gheorghe Gheorghiu-Dej, who became the new leader of the party.
