Baxter managed Kaizer Chiefs in 2012. He was appointed as the head coach of the club in June 2012, replacing Vladimir Vermezovic. Baxter led Kaizer Chiefs to the Premier Soccer League title in the 2012-13 season, their first league title in seven years. He also led the club to victory in the MTN 8 Cup in 2013. Baxter left Kaizer Chiefs in May 2015 after three seasons in charge.
