Sumner Welles was a diplomat and politician who served as Undersecretary of State under Franklin D. Roosevelt from 1937 to 1943. In 1943, Welles was forced out of government service by Secretary of State Cordell Hull. Hull and Welles had a long-running feud, and Hull believed that Welles was plotting to undermine his authority. Welles's forced resignation was a major political scandal at the time.
