Answer
In 1999, Suwałki ceased to be the capital of its own voivodeship. The voivodeship was merged with the Białystok Voivodeship to form the Podlaskie Voivodeship. This was done as part of a reorganization of Poland's administrative divisions. The move was controversial, as some residents of Suwałki felt that the city was being demoted. However, the government argued that the merger would make the Podlaskie Voivodeship more efficient and effective.
