Thomas Francis Bayard was born on October 29, 1828 in Wilmington, Delaware. He was a lawyer and politician who served as a U.S. Representative from Delaware from 1861 to 1865, as a U.S. Senator from Delaware from 1869 to 1885, and as Secretary of State under President Grover Cleveland from 1885 to 1889. He was a member of the Democratic Party.
