Toma T. Socolescu was born in Slobozia, but spent most of his life in Prahova County. He graduated from the Bucharest Polytechnic Institute in 1882 and worked as an engineer in Bucharest before moving to Ploiești in 1886. He was appointed director of the Prahova County Public Works Department in 1892 and served in this position until his death in 1902.
