Answer
Radu Rosetti was a Romanian politician who was fearful of Pan-Slavism, which was a movement that sought to unite all Slavic peoples under one state. Rosetti was concerned that Bessarabia, a province of Romania that was majority Slavic, would be annexed by Russia if Pan-Slavism became too powerful. He therefore advocated for closer ties between Romania and Western Europe in order to counterbalance Russian influence in the region.
