The answer is no. Pope Victor II was not the first German-born pope. That distinction belongs to Pope Gregory V, who was born in what is now Germany around 972. Pope Victor II, born Gebhard of Dollnstein-Hirschberg, was a Bavarian nobleman who became pope in 1055. He was the second German pope, following Pope Clement II, who had also been a Bavarian.
