The Soviet Union's control over Eastern Europe after World War II was not absolute. Ulbricht, as leader of East Germany, had a degree of bargaining power with the Kremlin, because East Germany was the most populous and economically developed of the Eastern Bloc states. This allowed him to negotiate for greater autonomy from Moscow, although he was always careful not to challenge Soviet authority too openly.
