He entered politics in Wyoming in 1944, serving in the Wyoming House of Representatives from 1945 to 1949. He then served in the United States House of Representatives from 1959 to 1973. He was later appointed to the United States Senate in 1978 to fill the vacancy caused by the death of Senator Gale McGee.
