After the 1978 Saur Revolution in Afghanistan, Babrak Karmal became the first communist leader of the country and chairman of the Council of Ministers. He was replaced by Sultan Ali Keshtmand in 1981 after a power struggle within the PDPA. Keshtmand remained in power until 1986, when he was replaced by Mohammad Najibullah.
