Cohen began serving in the U.S. House of Representatives in 1973. He was a Democratic representative for the 12th congressional district of Tennessee, serving from 1973 to 1987. During his time in Congress, Cohen was a member of the House Judiciary Committee and the House Banking Committee. He was also a vocal advocate for civil rights and economic justice.
